Target:
1. Decreasing infant mortality rate into 42,12 / 1000 on 2009.

Second Goal:
Increasing education index which devided by literary rate of 94,51 on 2009 and school participation of 7,34 on 2009.
Target:
Increasing school continuity rate of junior highschool into 91,40 on 2009 and senior highschool into 58,60 on 2009.
Increasing school paticipation rate for elementary school into 99,29% on 2009, junior highschool into 86,13% on 2009, and for senior highschool into 44,62% on 2009. Then, increasing pure participation rate on 2009 for elementary school (95,70%), junior highschool (74,40%), and senior highschool (49,30%)
Incresing acces on non-formal education service.

Increasing human resources capability on agrobusiness sector.
Increasing human resources capability on industry, especially small and medium scale, and cooperation.
